Controller (Director Finance)

CPA/Master's degree (M. A.) or equivalent; or four to ten years related experience and/or training; or equivalent combination of education and experience.
Minimum of eight years of experience required in the same or related function. Two or more years of management responsibility required
To perform this job successfully, an individual should have knowledge of Database software; Project Management software; Spreadsheet software and Word Processing software.
Requires persuasion and influencing when interacting with direct reports and ability to train, coach, and counsel. Requires extensive external contact and influencing.
Has direct and indirect reports. Manages subordinate supervisors who supervise employees in one or more major department(s). Is responsible for the overall direction, coordination, and evaluation of these units. May also directly supervise non-supervisory employees.

Plans, directs, evaluates and oversees administration of one or more major departments by performing the following duties personally or through subordinate supervisors.
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Plans, administers and controls the functions of general accounting, automated accounting and other administrative systems, fiscal services, student financial services, grants and contract accounting, accounts payable, accounts receivable, travel, cash management, investments, tax audits, capital financing, property accounting and control;
Administers the overall financial management services and reporting, both internal and external for the district to include all records, recording of transactions, reporting and management of adequate controls for all funds;
Coordinates the preparation of district financial statements and comprehensive annual financial report and management of all audits of district activities to include the formulation of responses to audit findings and implementation of necessary corrective actions;
Develops and controls the district's investment program;
Assists in the preparation of monitoring reports and other Governing Board meeting materials;
Provides financial reporting to the district for internal management, Governing Board, State and federal agencies and the public;
Provides financial information to support district debt service issues and insures debt issues are properly managed and retired;
Represents the district in presentation, negotiations and development of bonding proposals;
Provides budget monitoring and reporting for all areas for the district;
Responsible for fund integrity and proper fund management for all district monies to insure compliance with applicable federal and state laws, legislative requirements, and District policies and procedures;
Plans, implements and administers a computerized financial system to provide improved financial information services to all areas for the district;
Serves as an institutional liaison for the district with individuals responsible for financial management at the other state community college districts and the higher educational institutions throughout the state and nation;
May represent and act for the Vice President for Administrative Services in their absence.
Serves on internal and external committees related to financial management and reporting;
Develops, recommends and interprets fiscal policies and procedures;
Analyzes legislation for fiscal impact;
Assists in the development of long-range financial planning;
Coordinates with directors and managers responsible for budget, procurement, auxiliary and internal audit services;
