Citizenship and Residency Requirements

Documentation for both Arizona residency and US citizenship MUST be provided to the Registrar's Office by all students who wish to apply for in-state tuition status.

US citizenship and Arizona residency are two separate requirements. Being a US citizen does not indicate that your Arizona residency status for tuition purposes is fulfilled. Yavapai College requires clear and convincing evidence to support any claims for Arizona residency status, in addition to proof of US citizenship.

Attention Military Veterans:For immediate reclassification to Arizona in-state status for tuition purposes- Scan your DD-214 Member 4, Arizona Voter Registration card and Arizona Driver's License to Admissions@yc.edu. (Or present these documents in person to registration staff on the Prescott Campus.)

Residency Requirements

The requirements to establish residency for tuition purposes are independent from those of other types of residency, such as voting or holding public office. A resident for tuition purposes is someone who meets the requirements set forth for in-state status as defined in the Yavapai College General Catalog and summarized herein.

The rules and regulations for establishing residency for tuition purposes are defined by Yavapai College, which is authorized by the Arizona Legislature and state statutes (sections A.R.S. 15-1801 through 1807) to provide classification for a tuition differential between resident and non-resident students.

Tuition classification as a resident at Yavapai College does not mean that a student will be classified as a resident when transferring to any other Arizona university/college.

Citizenship Requirements

Proposition 300, passed by voters in November 2006, stipulates that persons who are not citizens or legal residents be charged out-of-state tuition and that they are not eligible for any type of financial assistance using state monies.

In compliance with this law, Yavapai College will require all students to provide documentation regarding their legal status. Acceptable documents include Arizona driver’s license or identification card issued since 1996, birth certificate, passport and official immigration papers. Students have the option of presenting an acceptable document at the registration counter or scanning/emailing a photocopy to Registration@yc.edu.

Yavapai College will automatically certify citizenship of students with an approved FAFSA (Free Application for Federal Student Aid).

Western Undergraduate Exchange (WUE)

The WUE tuition discount is provided to students who have documented with the Registrar’s Office their U.S. citizenship and residency from the state included in the Western Undergraduate Exchange consortium (WUE). E-mail a scanned copy of your drivers license to the Admissions office at admissions@yc.edu.

This program, sponsored by the Western Interstate Commission for Higher Education (WICHE), provides opportunity for students from participating states to enroll in selected two- and four-year undergraduate programs at a reduced tuition rate.

WUE Tuition Rate Qualifying States

Residents of one of the following states may qualify for the WUE tuition rate at Yavapai College:

  • Alaska
  • California
  • Colorado
  • Hawaii
  • Idaho
  • Montana
  • North Dakota
  • New Mexico
  • Nevada
  • Oregon
  • South Dakota
  • Utah
  • Washington
  • Wyoming
WUE Restrictions
  • The WUE tuition rate applies when a student enrolls for seven (7) or more credits for a term.
  • The WUE tuition discount requires students to provide a Driver's License or other evidence of WUE eligibility. Students who do not wish to utilize the WUE tuition discount (for example, students who wish to establish in-state residency for tuition purposes), must contact Admissions@yc.edu and request non-WUE status by the beginning of the subject term.
  • Residency: Receipt of the WUE tuition discount disqualifies students from using the period enrolled toward Arizona residency.
