2014 District Governing Board Members
The Yavapai College District Governing Board members are community individuals elected from five districts within the County. Board members as of December 2014 were:
District 1:
Mr. Ray Sigafoos
Mr. Sigafoos has worked
in Prescott for 36 years.
He is a 1969 graduate
of Northern Arizona University with a bachelor’s degree in Accounting.
He has been a licensed Certified Public Accountant since 1971. He served on the Phippen Art Museum Board from 1991 to 2004, chairing the Board from 1999 to 2004. From 1981 through 1984 he was a member of the Board of the Yavapai Community Hospital Association. Mr. Sigafoos has served on
the Board of Trustees of Embry-Riddle Aeronautical University since 1981 and is currently the Chair of the Finance Committee.
District 2:
Mr. Herald Harrington
Herald Harrington is co- owner and co-founder
of Bent River Machine in Clarkdale. He served in the United States Air Force and earned associate of applied science degrees in Electronics Engineering Technology and Avionics Systems Technology
from the Community College of the Air Force. Mr. Harrington holds
a bachelor’s degree in management computer information systems from Park College, and an MBA from Northern Arizona University. Mr. Harrington came to the Verde
Valley after working as a research and development engineer for Unidynamics. He worked for Jerome Instrument Corporation for seven years before co-founding Bent River Machine.
District 3:
Mr. Al Filardo
Mr. Filardo has a bachelor’s degree in Human Relations and Organizational Behavior from the University of
San Francisco and a master’s degree in Human Resource Management from Webster University in Missouri. He is also a graduate of the Stanford University Executive Program. Mr. Filardo worked in engineering, manufacturing, sales,
and marketing of telecommunications, computer manufacturing, and aerospace industries for 30 years, most of that time with Motorola or its subsidiaries. Mr. Filardo also served as an Associate Dean, Chief of Staff, and Professor of Practice at Arizona State University, IRA Fulton Schools of Engineering.
District 4:
Dr. Patricia McCarver
Dr. Patricia McCarver
lives in Prescott. Her professional experience includes being a faculty member and regional coordinator for Teacher Western Governors University. She works with bachelor degree students in elementary education programs, and she teaches “Education without Boundaries,” an orientation to online learning and the University’s educational process. She is a former Director of Administrative Services for the Yavapai County Community
Health Services and is a former Yavapai College Director of Campus Life. Dr. McCarver has a Ph.D. in transformative learning and change from the California Institute of Integral Studies.
District 5:
Dr. Dale Fitzner
Dr. Fitzner, Prescott Valley, earned a Bachelor of Arts from Eastern New Mexico University in 1961, a Master of Arts in Education from the University of Texas
at El Paso in 1967 and his Doctorate in Education from Arizona State University in 1974. He has extensive experience working with municipal governments, as an associate professor at the University of Arizona and Bowling Green
State University, and as a superintendent of several Arizona public school districts. He now works part time as an Educational Consultant for various Arizona public school districts.
