Policy Governance
The Yavapai College District Governing Board is responsible for governing on behalf of and is accountable to the taxpayers of Yavapai County. They fulfill this accountability by developing policies that govern the operations of the College, delegate responsibilities to the President of the College, and then hold the President accountable for the delegated areas through a structured monitoring process Yavapai College District Governing Board conducts business by using the Policy Governance® model.
The Board’s role is to act as a link between the taxpayers and management, directing and regulating the organization on the taxpayer’s behalf. While the voters of Yavapai County elect Board members, the members make decisions in the best interest of county taxpayers as a whole.
Under the Policy Governance model, the Board is responsible for establishing ends (or goals) but is not involved in how
the goals are to be met. The President is responsible to the Board for achieving the goals and determining how to do so.

1966
Warner B. Dixon, Sr. appoints 5 interim members to form the Yavapai County District Junior College Board (Richard Walraven, Walter G. Statler, Roy E. Campbell, Fred Wheadon, and Duane D. Miller) until a precinct election can be held.
The Prescott City Council authorizes the process
for the sale of 46 acres next to Whipple Veterans Administration to be sold to the college.
1967
Voters approve a $2.5 million bond for the creation of Yavapai College. Dr. John Barnes starts work as the first President of the College.
1968
The Bureau of Land Management issues a lease to Yavapai College for 55 acres adjacent to Fort Whipple. Purchase price is $2.50/acre. Ground is broken for the Prescott Campus.
1969
The Rodeo Club participates in
a rodeo at the University of Arizona. This is the first intercollegiate sport activity
that the College competes in.
