The Workforce Innovation and Opportunity Act helps eligible participants develop skills, prepare for employment, and connect with local employers.

- Adults age 18 and older looking for new job skills
- Youth ages 16–24 who need education and career services
- Dislocated workers who were recently laid off or are facing job loss
- Individuals facing barriers to employment, including low income, disability, or lack of a high school diploma
